The International Society of Criminology’s 14th World Congress of Criminology will be hosted by the University of Pennsylvania in Philadelphia, USA from August 7th to 11th, 2005. Since the ISC held its first World Congress in Rome in 1938, this is the first time the United States of America has been chosen to host the event. This World Congress is also supported by more aligned organizations from around the world than ever before, with thirty societies of criminology or criminal justice reform sending delegates and hosting sessions at this truly international event. At a time when many Americans seek to renew our ties to people around the world, this World Congress offers a very warm welcome to citizens of all other nations.

Who Should Participate?
The International Society of Criminology invites speakers and listeners, presenters and discussants, scholars and practitioners, journalists and students from all over the world. 

Why Come To Philadelphia?
Come to Philadelphia to share your own voice for change.  Come to Philadelphia to contribute to the science of criminology. Come to Philadelphia to help criminology foster a more peaceful and just world. Come to the Congress to learn about the most recent developments and research on crime causation, prediction, prevention, treatment, healing, remorse, rehabilitation, restoration and reconciliation.

 

The Enlightenment Spirit.
The city of Philadelphia provides a splendid venue for a Congress dedicated to re-invigorating the Enlightenment, which faces grave challenges from ideology. As the birthplace of American democracy, Philadelphia is also the home of the first university founded in the Age of Reason, the age of Voltaire, Hume, and Beccaria. The charming mid-town campus of the University of Pennsylvania, organized by Benjamin Franklin in 1749, is the site for all plenary and panel sessions.  The University, whose faculty helped to craft the Declaration of Independence, to invent new institutions of government, and to promote new ideas of human rights, will inspire the 14th World Congress and our debates on the major issues in criminology and criminal justice.

 

Many Voices for Change.
Our theme of “Preventing Crime and Promoting Justice: Voices for Change.” integrates a broad range of topics. It offers a unique opportunity for building and strengthening the global community of criminologists, speaking many different languages, taking many different perspectives, and conferring in many different formats. The program will promote international exchange in fully-translated plenary sessions (in English, French and Spanish), in roundtable discussions, in poster exhibitions with wine and cheese, and in methods training workshops led by renowned experts in the field. We invite international research groups, networks, and projects to take advantage of the Congress to convene their partners in Philadelphia. We encourage practitioners and groups to use the Congress to present their projects for preventing crime and promoting justice. 

Conferences-Within-The-Congress.
The 14th World Congress will also offer ongoing “Conferences within the Congress” on such topics as Prisoner Re-entry into Society, Campbell Crime and Justice Reviews, a “Crime Prevention Summit” with Life-Sentence Inmates at nearby Graterford Prison, and Crime Mapping Methods.  Each of these will feature repeat or continuing sessions throughout the Congress.   
 
All Contributions Welcome.
It is the intention of the organizers to accommodate the full range of proposals to be offered by participants. All contributions to our field, whether related to the conference theme or not, are welcome. We are in particular encouraging proposals for panel sessions,
roundtable discussions, and discussions of books. Panel and poster presentations may be delivered in the ISC official languages English, Spanish and French, or in any other language common to one session. All program contributions and registrations may be submitted on-line at http://www.worldcriminology2005.org/


Discounted registration fees are available for students and early registrations.

Special Announcement.
On the closing day of the Congress, August 11, the Minister of Justice for Sweden,
Mr. Thomas Bodström, is provisionally scheduled to make a special announcement. 
This announcement will have a major impact on the future of world criminology. Please join us in Philadelphia for what should be a truly historic occasion.
