On November 2, 3 and 4, 2006, The European Forum for Urban Safety, a network of more than 300 European local authorities, will organise an international conference of capitalization and reflexion on Safety and Democracy. This conference, which follows the conferences of Paris (1991) and Naples (2000), aims at questioning and reinforcing the founding principles of the security policies led by local and regional authorities of the European Forum.
By gathering a thousand participants, representatives of local authorities, NGOs, Police and Justice, private sector, from Europe but also from Latin America, Africa, Asia, the Zaragoza conference will aim at contributing to the emergence of a European model of security and determining its characteristics. It will also engage a dialogue with European and international instances involved in the implementation of prevention policies: the European Union, the Council of Europe and the United Nations.
This International Conference, which builds upon the accomplishments of cities, but also of partner institutions and networks, will lead to the adoption of a policy document, the Zaragoza Manifesto.
