Denne rapport er et produkt af en langstrakt proces, som startede med, at Nordisk Samarbejdsråd for Kriminologi holdt et kontaktseminar i Danmark i 2009. Som på andre kontaktseminarer var formålet at skabe dialog imellem praktikere og forskere indenfor et fælles fagligt felt, i dette tilfælde løsladelse fra fængsel.
